For Romani (Gypsy), Roma and Irish Traveller Londoners &#8211; communities with among the worst outcomes of any ethnic groups in England across health, education, employment and housing &#8211; this Plan is arguably the single most important document of the decade.<a href=\"#_ftn1\" name=\"_ftnref1\">[1]</a>  We strongly welcome the draft Plan&#8217;s explicit inclusion of Gypsy and Traveller accommodation within the Homes and Neighbourhoods chapter and the framing of pitch targets as minima. However, a plan is measured in pitches delivered, not policies drafted. This response sets out where the draft must be strengthened if it is to leave a lasting legacy for these communities, and we frame our comments in planning terms, as the Plan is a regional spatial strategy.</p>\n<p><a href=\"#_ftnref1\" name=\"_ftn1\">[1]</a> House of Commons Women and Equalities Committee, Tackling inequalities faced by Gypsy, Roma and Traveller communities, HC 360 (2019), https://publications.parliament.uk/pa/cm201719/cmselect/cmwomeq/360/360.pdf</p>\n","downloadPanalText":"For more information on the Draft London Plan, download here","image":{"altText":"Traveller Movement logo","sourceUrl":"https://wp-main.travellermovement.org.uk/wp-content/uploads/2026/02/LOGO_TM.jpg","localFile":{"childImageSharp":{"gatsbyImageData":{"layout":"constrained","images":{"fallback":{"src":"/static/3ed728db12bee8c3f4be9d3cbb214967/f3539/LOGO_TM.jpg","srcSet":"/static/3ed728db12bee8c3f4be9d3cbb214967/4487f/LOGO_TM.jpg 200w,\n/static/3ed728db12bee8c3f4be9d3cbb214967/5d98f/LOGO_TM.jpg 400w,\n/static/3ed728db12bee8c3f4be9d3cbb214967/f3539/LOGO_TM.jpg 800w","sizes":"(min-width: 800px) 800px, 100vw"},"sources":[{"srcSet":"/static/3ed728db12bee8c3f4be9d3cbb214967/4ebdd/LOGO_TM.avif 200w,\n/static/3ed728db12bee8c3f4be9d3cbb214967/60286/LOGO_TM.avif 400w,\n/static/3ed728db12bee8c3f4be9d3cbb214967/f500a/LOGO_TM.avif 800w","type":"image/avif","sizes":"(min-width: 800px) 800px, 100vw"},{"srcSet":"/static/3ed728db12bee8c3f4be9d3cbb214967/ce315/LOGO_TM.webp 200w,\n/static/3ed728db12bee8c3f4be9d3cbb214967/8c286/LOGO_TM.webp 400w,\n/static/3ed728db12bee8c3f4be9d3cbb214967/66bea/LOGO_TM.webp 800w","type":"image/webp","sizes":"(min-width: 800px) 800px, 100vw"}]},"width":800,"height":553}}}}}},"breadcrumb":{"location":"/policy-and-publications/october-2026-response-to-the-draft-london-plan-2026","crumbs":[{"pathname":"/","crumbLabel":"Home"},{"pathname":"/policy-and-publications","crumbLabel":"policy-and-publications"},{"pathname":"/policy-and-publications/october-2026-response-to-the-draft-london-plan-2026","crumbLabel":"october-2026-response-to-the-draft-london-plan-2026"}]}}},
