Tackling Institutionally Coercive Exclusions for Romani (Gypsy), Roma and Irish Traveller children

23 Oct 2025

This report acts as a follow-up report to our Fought not Taught: Addressing Coercive Exclusions for Romani (Gypsy), Roma and Irish Traveller Children. Building on its findings and shifting the focus from highlighting the issue of ‘institutionally coercive exclusions’ and how they manifest, to identifying actionable solutions which aim to tackle the persistently toxic educational environments faced by many Romani (Gypsy), Roma and Irish Traveller children. Whilst the first report explored how exclusionary practices and toxic educational environments disproportionately affect Romani (Gypsy), Roma and Irish Traveller pupils, this report shifts focus to explore meaningful policy solutions to ensure all children experience

positive outcomes in education.
