The London Plan is the spatial expression of the Mayor’s strategies and will govern development in the capital until 2046-47. For Romani (Gypsy), Roma and Irish Traveller Londoners – communities with among the worst outcomes of any ethnic groups in England across health, education, employment and housing – this Plan is arguably the single most important document of the decade.[1] We strongly welcome the draft Plan’s explicit inclusion of Gypsy and Traveller accommodation within the Homes and Neighbourhoods chapter and the framing of pitch targets as minima. However, a plan is measured in pitches delivered, not policies drafted. This response sets out where the draft must be strengthened if it is to leave a lasting legacy for these communities, and we frame our comments in planning terms, as the Plan is a regional spatial strategy.
